DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
      
The Houston Health Department (HHD) has provided traditional public health services for more than 180 years, seeking to use innovative methods to market the community’s present and future needs. Our mission is to work in partnership with city, state and community partners to promote and protect the health and social well being of all Houstonians and the environment in which they live. The HHD became the first health department in Texas and the second in a large US city to earn national accreditation from the Public Health Accreditation Board (PHAB). The HHD oversees several services related to public health and the environment and is comprised of nine divisions and offices: Public Affairs Office; Intergovernmental Affairs; Administrative Services; Environmental Health; Health and Multi-Service Center Operations; Disease Prevention and Control; Children Health Services; Human Services; Planning and Evaluation. HHD works in partnership with the community to assess, plan, and implement effective public health strategies to reduce the spread of HIV, viral hepatitis, and other sexually transmitted infections in the City of Houston.  Some essential functions include monitoring HIV, Hepatitis and STI trends to identify population and geographic needs and interventions; investigating newly reported cases of HIV, and sexually transmitted infections; mobilizing partnerships with key community stakeholders to identify and prevent the transmission and acquisition of HIV, viral hepatitis and sexually transmitted infection; developing HIV, viral hepatitis and STI prevention policies and plans that support individual and citywide health efforts; and enforcing city, state, and federal laws and regulations regarding HIV and STIs that protect health and ensure safety.

ESSENTIAL FUNCTIONS
HHD seeks a Staff Analyst to serve as the Security and Confidentiality Coordinator for our Public Health Branch.  This full-time position will report to the Deputy Director of Public Health and will coordinate the security and confidentiality of data handled by the Public Health Branch in coordination with other HHD Security and Confidentiality staff.

Job duties and responsibilities may include, but are not limited to, the following:
  • Independently analyze data and prepare reports and presentations, especially in the areas of security, confidentiality, and disease prevention and control 
  • Perform quality assurance activities to monitor compliance with annual privacy, security, and confidentiality trainings 
  • Ensure new employee trainings, documentation, and acknowledgments are complete 
  • Present project findings to community partners and internal/external stakeholders 
  • Oversee documentation of data system access per staff member across the Public Health Branch 
  • Ensure system access is revoked upon staff separation from Department Elicit feedback and support from stakeholders to create, review, and implement policy and procedural change related to privacy, security, and confidentiality 
  • Handles highly confidential information, including information related to violations of protocol 
  • Represent supervisor at meetings and functions to gather information and to articulate supervisor’s opinions and recommendations regarding disease prevention and control Investigate and make recommendations for addressing issues of medium complexity and/or sensitivity 
  • Complete special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium complexity 
  • Negotiate solutions for problems of medium complexity as assigned by supervisor 
  • Participate in evaluation and design of workflow, processes, various operations systems, etc.

WORKING CONDITIONS     
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.
EDUCATIONAL REQUIREMENTS 
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduates degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS   
None**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

  • Master’s degree in public health, public administration, or related field Working knowledge of HIV, STIs, and Viral Hepatitis (history, epidemiological profile, transmission, prevention, treatment, sociopolitical issues) 
  • Demonstrated experience with writing and reviewing policies and processes related to information privacy, security, and confidentiality
  • Demonstrated experience in project management, setting objectives and goals, and tracking progress toward measures
  • Demonstrated experience in building data collection tools and managing data Demonstrated experience in surveillance, informatics, or epidemiology preferred Excellent written, oral, presentation, group facilitation, and interpersonal skills Ability to handle and prioritize multiple, diverse assignments
  • Ability to navigate within and among diverse assignments with competing priorities Demonstrated cultural sensitivity and ability to work comfortably with communities highly impacted by HIV, including but not limited to Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) individuals, gender non-conforming individuals, people who inject drugs, etc. Proficiency with Microsoft Office programs and other basic email and web software

None. However, the Department may administer a skills assessment test.

GRANT FUNDED POSITION
Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
