CSG Launches Level-III Emergency Response of Low Temperature, Rain, Snow and Freezing Weather-1

On February 18th, on a mountain at an altitude of over 3,800 meters, a member of the Dongchuan Operation and Maintenance Team of CSG Kunming Bureau of Yunnan Power Supply Company carried out his patrol and maintenance reconnaissance in order to monitor the freezing situation if the projected cold wave is manifest.


Yunnan – Directly impacted by the strongest cold wave of the year, snow and freezing weather recently “appeared” in most of Guizhou, northern Yunnan, northern Guangxi, northern Guangdong as many areas even had heavy snow.
Many lines in several icy zones of CSG’s operation areas were directly impacted  and more than 900 electrical lines were frozen during peak operational times. Since January 21, China Southern Power Grid senior managers launched emergency measures including regular de-icing of pedestrian trafficked areas as well as automatic detection efforts which helped rescure the power supply from certain catastrophe as most electrical power in the operation areas was mostly recovered within 24 hours.
Since 17:00 on February 23, the number of frozen lines was reduced to 300.
Impacted by strong cold winds, since 12:00 on February 19, Pylon No.19 of the 110 kV Nanxian Line of the Qingyuan Bureau of Guangdong Power Supply Company, was covered with thin ice, which was made visible in CSG’s ice monitoring system.
That same evening, facing varied frozen cases of the main network, personnel in Guangdong Qingyuan Power Supply Bureau worked continuously for the next 12 hours to de-ice the 110 kV Nanxian Line, the 110 kV Dahuang Line and the 220 kV Shan’an Line B.
Since the morning of February 19, the temperature plummeted in Liangjiang, Meihua and Shaping in Lechang City, Guangdong Province.
Trees were overwhelmed by hanging ice, resulting in the breakdown of power supply facilities and power interruption in some rural villages. Personnel of the local power supply bureau were on a 24-hour duty watch, making every effort to repair any  breakdowns. Engineers and staff repaired all damaged lines and cleaned up tree barriers that threatened the operation of the lines, reducing the impact of the rain, snow and freezing weather on the power grid to the utmost.
Weather forecast for the 21st , most of Guizhou was to have small to medium snowfall or rain-snow; some areas in Diqing, Zhaotong and Qujing in Yunnan experienced small to medium snow; Guangdong with most of Guangxi, and most of Hainan experienced moderate to heavy rain.
Zhang Hourong, the technical expert at the CSG Disaster Prevention and Mitigation Center, said that the cold wave since the 17th featured large-scale impact and high-speed freezing, and some provinces, including Guangdong, Guangxi, Yunnan and Guizhou would reach their lowest temperature since the previous November 7.
Concurrently, staff of the CSG Disaster Prevention and Mitigation Center conducts real-time monitors the freezing situation, which provides important information for de-icing work as the ice monitoring and warning system, which has been independently developed by China Southern Power Grid, has been equipped with 1,130 sets of ice monitoring devices.
These efforts achieved the real-time monitoring of ice along important lines in medium or heavy frozen areas as well as 753 power supply lines in the main network of West-to-East energy transmission.
