CSG Launches 13th Five-Year Energy Saving & Environmental Protection Plan for Transformation into Comprehensive Supplier

CSG launched a report on its 13th Five-Year Energy Saving and Environmental Protection Plan. This report points out that under the context of institutional reform in the energy sector and electric power system, CSG will play a bigger role in providing public services and improve its service quality and diversity to turn itself from a power supplier to a more comprehensive energy supplier that better meet market demands.

In light of energy saving and environmental protection, the report reviews the achievements and unsolved problems facing CSG during the 12th Five-Year Plan period, analyzes its potential for environmental protection and makes clear the work direction, action strategies and priorities for CSG during the 13th Five-Year Plan period. It also sets forth an annual work plan and objectives for each phase. Through analyzing the potential of CSG in energy saving, environmental protection, promoting the development of clean energy and encouraging environment-friendly consumer behaviors, the report states that loss reduction in power grid is the priority of saving energy, and that power distribution is the priority for loss reduction during the 13th Five-Year Plan period. An indicator system for energy saving and environmental protection of CSG is also presented in this report. Objectives in each step and person in charge are set, making CSG’s efforts in energy saving and environmental protection more feasible.

This report indicates that during the 13th Five-Year Plan period, CSG will make more efforts in energy saving and put forward stricter requirements on environmental protection. The adjustment of energy structure requires a more solid channel and platform, which will make the management model on energy saving and environmental protection in some power grid companies more complex and diverse. To be specific, CSG will place stricter requirements on the environmental protection of power grid, stick to the strategy of sustainable development, thoroughly implement relevant environment and energy saving requirements in all links of power grid development, including strategy development, design and planning, construction, production, etc.. In different phases such as preliminary preparation, infrastructure construction and operation, efforts will be made to coordinate the development of power grid with the environment. The report points out that the goal for CSG during the 13th Five-Year Plan period is to achieve complete final acceptance in terms of environmental protection, 100% approval of infrastructure construction projects in terms of environmental impact assessment, and 30% of new projects reaching green level 3, which will make CSG a leading green grid company in the world.

CSG values infrastructure construction for EV (electric vehicles) charging. The report reveals that CSG will continue to support EV development and give priority to the EV charging infrastructure construction in key cities like Guangzhou, Shenzhen, and Zhuhai. Efforts will also be made to set up charging spots at parking lots in companies and residential quarters, and accelerate its pace to set up a network system of fast charging within CSG and among different cities. Currently, CSG focuses on the construction of high-speed charging service network in Beijing, Guangzhou, Shenzhen and eastern Hainan province. In the western region, CSG will promote the construction of demonstration projects, popularize EVs and try to join the fast charging network in the Pearl River Delta based on expressways.

At the same time, the report recommends integrating planning for distribution network with charging and switching facilities. Meanwhile, CSG will strengthen the development and transformation of power grid for charging facilities, guarantee free access to charging and switching equipment and conduct studies on key technologies for charging equipment, pricing policy for charging and switching power and business models to form comprehensive technological standards and operation regulations and leverage the strengths of EV in energy saving and environmental protection.
