Review of the standardization of EV charging facilities in 2019

In the first 11 months of 2019, the cumulative production and sales of new energy vehicles were 1.093 million and 1.043 million respectively, up 3.6% and 1.3% over the same period of last year. Although the growth rate slowed down due to the decline of subsidies in 2019, the ownership of new energy vehicles exceeded 3.5 million, ranking first in the world for five consecutive years. With the rapid development of charging infrastructure, more than 1.14 million charging piles have been built, providing energy security for the development of new energy vehicles.

 

On December 3, 2019, the Ministry of Industry and Information Technology issued the "New Energy Vehicle Industry Development Plan (2021-2035)" (Draft for comments), which is a blueprint for the development of new energy vehicles in China in the future. The plan clearly states that by 2025, the proportion of sales in new energy vehicles will reach 25%.


 


The efforts of power industry on the standardization of charging facilities of electric vehicles in2019 are reflected in the following aspects:

 

1. The standard system for charging facilities was further improved. The standard system is the basis for conducting the work of standardization. In order to adapt to the development of charging technology and industrial demand, CEC has undertaken the research of Standard System of Charging Facilities for New Energy Vehicles, focusing on high-power charging, wireless charging and v2x, and proposed the standard roadmap.

 

2. The pace of standard formulation and revision was accelerated.


3. The Technical Committee continues to strengthen its organization and management and  the technical team was well established.



4. Progress on high-power charging technology for electric vehicles was made. Preliminary research on high-power charging technologies and standards for electric vehicles in 2019 has achieved phased results.



5. Progress on low power DC technology was made. As a new type of charging technology, low power DC technology helps to simplify the design of electric vehicle charging system, solve the requirements of communication protocol of low power charging, and reduce the overall social cost of electric vehicles and charging facilities.

6. Research on two-way interactive technology of EV charging and discharging. Two-way interactive technology of EV charging and discharging is the development direction of EV charging facilities in the future.



7. The third phase of centralized testing activities of interoperability was carried out in 2019. The third phase of centralized testing activities of interoperability mainly focused on the actual application of charging.



8. The research on the technology of wireless charging made further progress .



9. The technology of battery swapping continues.

 

10. The standards formulation for charging roaming was kicked off.



11. The compilation of Training Materials of Electrician Careers for EV Charging Facilities started.



12. CEC participated in the formulation of relevant national policies and reflected the industry voice to the National Energy Administration and the Ministry of Industry and Information Technology.

 

13. Breakthroughs have been made in international standardization. CEC  participated in the formulation of international standards, improved the international standard system of battery swapping, and  promoted China's EV charging scheme to the rest of the world.
